Okay, this episode has a rather weird mistranslation about Kongou's ability. The line "I need not touch a particular point to create pressure there." is incorrect, as she very much does need to touch to place ejection points. You can even see her doing this episode, for example while she was dodging the robot dogs she stumbles and quickly touches the ground with her hand, her touching the fence when she had her back to it, followed by her kneeling down and touching the ground once more. That line was supposed to convey the fact that she can create ejection points on any surface and isn't limited by specific objects or surfaces as Baba seemed to think, as he lured her there thinking there was nothing for her to use her ability on.
